The license can be found in the 
[https://code.google.com/p/tabgroupsmanager/source/browse/trunk/license.txt 
license.txt] file made by Alex Shootingstar. It is in Japanese and the online 
translators doesnt help much to guess what type of license and rights we can 
have to play and distribute the code.

We would need a perfect translation from someone who understand Japanish and 
check if its possible to apply another open source license type like _MIT X11_, 
Mozilla License, BSD..

I made the license quickly since it has become impossible to upload Firefox 
add-ons without a license.
Regarding modification to the code, I might either establish sound rules for 
changing the code when I have the time, or choose another license.
However, the original license is in English, and the court with jurisdiction 
cannot choose a non-Japanese license. Therefore, as it stands, there is no 
eligible license.

Hmm.

It's very ambiguous. We also have to consider the applicable Mozilla Developer 
Agreement (although neither of these are too helpful):

Since Axel last uploaded TGM on 28 November 2011, this is the applicable 
wording. See same web page link:

  "Mozilla may update these Terms as necessary from time to time. The updated Terms will only apply to AMO Contributions submitted after the update and you will be presented with the revised Terms the next time you submit an AMO Contribution. These Terms may not be modified or cancelled without Mozilla’s written agreement."

I am concerned these both mean that modding the original code without his 
actual consent would definitely be out. Technically it's not even clear if we 
can distribute a fix for the existing code although it's extremely likely that 
if the author noticed the fix he would not object to us doing so ethically. The 
fact is that he either is not aware or hasn't chosen to comment. I wonder if we 
could contact him, or find some way to contact him if we looked around the net. 
Alternatively "Mozilla and its afiliates" could do so (but we don't have that 
status, perhaps a way could be found to get Mozilla's ok for the minimal fixes 
needed to work with FF20-24?)

A further reason we might need to need to start anew with fresh code?

Hi, I'm a big fan of TGM and happy to find this great project.
I'm a native Japanese (but non-native English) speaker.
The translation contains some mistakes IMO.

"Altering or leaking" -> "Modifying or re-using"

"users must be prepared to deactivate the over-ride"
->
"provide an option that enables users to disable the over-ride"

The second last sentence
->
However, I cannot choose a license whose original form is in English and/or 
whose  court with jurisdiction is not in Japan.

speaker, I believe your revisions improve the readability of this copy.  I'll
