Changing IsShorthandFormat does not update the selected cell

To reproduce:

• Open a CSV that has a complex type
• Click on a cell under the complex type column
• Expand the "..." button and notice that properties are available in the list
• Enter a value in one of the properties. Notice that the cell is immediately updated
• Change the "IsShorthandFormat" property to a different value.

Changes to Properties will update the cell, but changes to IsShorthandFormat will not.

The user should be able to toggle this value and have the cell update whenever this value is changed.
