libbz2 MAKEFILE: added bzip2-1.0.6 mirror #3

bzip.org is belly-up, resulting in failed compilations of kos-ports (at least, for utils/build-all.sh). I've added an unofficial mirror of bzip2 releases - verified that the grabbed distro matches the SHA256 and SIZE strings from distinfo. Verified installation of kos-ports can resume as normal with the Github release mirror.

Thanks for reporting the issue.

I've updated the kos-ports tree to pull it from Debian, just because it seems like a better choice than to pull it from some random GitHub tree.

Good point - I am slowly getting used to adjusting on Xubuntu/Linux :D
