Adding a pkg-descr file for micropython, using a summary extracted from GitHub.

Btw this file is required for DreamSDK Manager.

AH! I had tested to make sure that DraemSDK didn't freak out or break with micropython, but I did notice it wasn't showing up in the UI and wasn't actually being built... So this is all handled programatically and KOS-ports can be added dynamically as long as they have this file?

That's correct, at least for the current release of DreamSDK. Indeed, All ports were containing this file until now so I didn't handled the case of this file wasn't existing. :)
