Add rules reference text for Elusive and Patrol #654

Elusive is a new rule in FHV. This PR adds the text of the rule as printed in the Investigator Expansion rules insert.

Also adds Patrol. Murder at the Excelsior Hotel was the earliest standalone I found it in, so that's what I wrote in the header. But I could change it to Hemlock Vale if we want to limit this to campaigns.

I think I'm losing my mind - I have Elusive marked as added to the RR but I can't find it on the db or in my PR - I did mean #649 , yeah! So I'm sorry about that. Your addition is great, but you've not added a bit to the top of the RR, so that it has a link:

^ like this, but at the right place alphabetically. So please feel free to add that and I'll mark this PR as ready.
