Add CONTRIBUTING.md #4

Add CONTRIBUTING.md which tells:

  1. How to file an issue.
  2. How to send a pull-request.
  3. How to acknowledge a commit.

The inspiration can be taken from coala Newcomers' Guide.

We also have set up Gitmate-bot and Codacy for the repository. Please have a look at this sample pull request for instance: https://github.com/KamandPrompt/kamandprompt.github.io/pull/2

@unkemptArc99 any status on this? I hope now this issue can be taken up. I would first suggest to have some hands on with the website and the theme, and then take full responsibility of the website, including how to contribute, making collections such as one for sessions. You can take an example of the events collection from this commit: https://github.com/KamandPrompt/kamandprompt.github.io/commit/d75a28fa4e1de7c8dfc94a169f79f14f7b2d1915

Similarly, we can have a collection of docmentation for the website.
