Make icons (venting, reactor working) animated #28

Icons rotation speed should be controlled from the component heat icon should radiate heat depending from the heat % value working icon should pulse in blue

Went icon rotates on mouse hold, reactor icon radiates with blue shadow. Rotating the reactor icon together with radiation didn't look good.
