DataStore2 changelog is out of order #101

There is currently a v1.3.1 release available, but the changelog latest release is 1.3.0.

Seems like most of the stuff under the unreleased section of the changelog fits into the 1.3.1 release.

On a sidenote: There is no changelog note for updating the promise lib to v3.0.0 as per PR #100
