It is made by the PHP based software http://moonmoon.org
It has no databases. Very quick to setup.
This kind of online mentoring is very new for me too. If you have any experience/tip/thoughts to share on mentoring students to do some projects and make them to contribute to free/open source software, share them in the comments.
