This tells dpkg and anything using it to run in noninteractive mode such that it doesn't use programs like 'whiptail' to ask for user input which is not supported by the Updater.
Seems like https://github.com/KanoComputing/kano-updater/pull/327 was never backported to Jessie and is needed to update from 3.x to 4.x as libc is now getting installed before the Updater.
