[PC-256] If we don't have any eventArgs they are handled #445

This will set activationService to check if we are in a Windows machine and if we have arguments to handle like share.draw. If we don't have any arguments at all and we click, it will allow to worlds unload worlds.

@lauraenria What's going on here? Is this replaced by https://github.com/KanoComputing/make-art/pull/446? Both are linked with PC-256, are both required? If not then close this one.
