Change resource description's scopes parameter to resource_scopes #318

In FedAuthz Sec 3.1, @jricher suggests:

"I thought we'd changed "scopes" to something less near-miss to "scope"? Introspection response uses "resource_scopes" and it'd be good to make these parallel, which is what I thought was done previously."

Note that this would affect various example text too.

Per UMA telecon 2017-05-18: This is a normative change, but we should do it for consistency. (This also changes the WSD.)
