@nynymike suggested that we improve the definition of "permission ticket" in Grant and do some formalizing of terminology sections in Grant and FedAuthz. This led to a proposal from me to simply change its definition where it is now (and just moving it after the definition of "permission") as follows, with no other changes:
"A correlation handle representing requested permissions that is created and maintained by the authorization server, initially passed to the client by the resource server, and presented by the client at the token endpoint and during requesting party redirects."
