Add client API for fetching full fid metadata #18

Need a command (or extension of args for get_paths?) to take a dkey or fidid 
and return all of the file meta data. fid, paths, length, class, etc.

commands "file_info" and "file_debug" were added to the latest releases. 
Commandline utilities were also written to use them (mogfileinfo, mogfiledebug)
