Layout change of translation block

Current translation block:

• "Column title" is a comment. That's not obvious. I suggest to change to (italics): Comment: "Column title"
• The "Needs work" checkbox should be in front of the Save/Cancel buttons. Otherwise you may often click a button first, which closes the translation block. The work order is: change text, (maybe) click checkbox, click button.
