You might be looking at the wrong readme. Here's the readme for version 3.0.0 and here's what you should do with banners for shortcuts:
Banners for Windows shortcuts can be added to the same folder as the shortcuts and must have the same name as the corresponding shortcut (e.g.
Spelunky.jpg
if the shortcut is calledSpelunky.lnk
).
