Added Spanish from Spain for version 3.0.0.

I make this PR to development-v3 as discussed on #113

Thanks! I renamed the file to have the .txt extension and then I created a Python script to package translations. Installing a translation package should be as simple as copying the contents of the zip archive into the skin's folder.
