Draw polygons and assign names

Allow the drawing of polygons and assign name, color, and alpha.

The polygons will be downloaded as a geojson in the zip file.

Yes. Its to mark regions. We will place devices in them

polygons can be drawn and downloaded into json still to do

[x] assign names
[x] maybe colors?
[x] maybe show on experiment tree instead of side toolbar
[x] assign alpha transparency
