Pause/slow down at group events #83

The game should pause (or at least slow down) at events that affect group
detect rate, in order to give the player a chance to respond immediately.

I attached a patch to pause when those events are triggered.
The easiest way to test is to update your local copy of data/events.dat
and change the "chance" value to be nice and high.  (At least 2000)
Note that events are never triggered while the player is in the grace period, 
which
for super-easy mode means you'll still have to wait 23 days before seeing the 
event.
