Limit time for interacting #13

It would be great if you could place a counter at each controller what shows the time left for interacting (select chancellor, vote). Timer with 15-30 sec and if there is no interaction, choose random value.

Maybe a small screen for every player what shows the board.

I'll put this into another milestone. Reason is for secret hitler it is not really necessary to limit the user interaction time. However it is important some other future games, so it would be nice if the framework could support limited time interactions.
