Chore/submit globalfix cleanup #194

Generally cleanup the submit global hotfix branch.

Revert changes to cravat_web.py, they were unneeded
Remove some log statements
Remove some commented code
Add README notes to the test directories
Add a requirements.txt file for test dependencies
