Update instructions to list all packages needed by tutorial

Most packages can be installed via rosdep as they are real dependencies. Some packages are needed by the tutorial but not the code, and need to be installed on top.

Already needed by the tutorial:

ros2components (should be part of ros_core once https://github.com/ros2/variants/pull/13 released)
rviz2 (can be removed if we assume minimum requirement is having desktop installed)

Soon used by the tutorial:

rosbag2 + ros2bag (currently not in any variant, ideally should be part of ros_core)
rosbag2_bag_v2_plugins (for playing ROS1 bags)
rqt + plugins (currently not in any variant, ideally should be part of desktop)

@Karsten1987 Feel free to add things to this list as you go
