feat: Koji loading fix & reloading API #877

Description

Fixes loading the koji config at startup
Fixes the reloading of geofence files when koji script is ran
Adds an API for running the koji script

Motivation and Context

Fix people's config parsing issues and hot reload koji fences

In production.
