Add a tag for the 5.1.0 version #45

The old website doesn't seem to exist any more http://glaros.dtc.umn.edu and I welcome the change of having the project hosted on GitHub instead. Could you please make the 5.1.0 release visible from here though?

On a side node, what exactly does "v5.1.1-DistDGL-v0.5" mean as a version number? Does the "DistDGL" that it only works on some particular environment, or that it's not a full implementation of METIS?
