This reverts commit 0803aef7dda257fe9f66c6414d94917edabf0c7b, reversing
changes made to e788cc64897e3b12eace7f5976641a86fdae826e.
Looks like we're not quite ready for synctos 2.3.0. I've updated most of our clients to represent ISO date/timestamps unambiguously (always in UTC, using the Z directive), but we still have many documents that have already been saved with a TZ component that omits a : and a migration is not feasible in the immediate term.
