Change allocation to check for limits #10

Tune the server layout printing command to not break max population limits for a specific game.

If allocation over max re-allocate that set of players. If allocation under min then remove game lobby and re-allocate that set of players.

Prerequisite can be avoided for now by hard coding the limit to 10
