Avoid unnecessary logins on public projects #109

This allows people to share uiuc.chat/[their_project] without the /chat at the end. Before this, the middelware forced logins for all users even if the project was public. Now it works as expected, and should be faster. No need to login for public projects.

I also fixed the /gpt4 to /chat redirect. It was broken when the middleware changed I think.
