The DB passwords need to be changed and then the conf file needs to blank these. Users will supply their own. ie, we must set this up ourselves and it won't be a part of the repo, like how the server has different DB credentials so that it uses the production database.
The passwords must be changed so that someone mucking through the git history won't be able to use them.
Not sure if there's anything else. I think the readme may need a bit of a rewrite to be more general.
