Set up Testing Database #76

dbname = eatsafe_test still need to run the table creation scripts, as well as fill it with data. The data will be faked data to make the tests unreliant on the possible changes to the csv system.

I will get to the rest of in the next few days, the database itself has been created, there just isn't anything in it yet!

Finished, updated the tests, should be all good now
