Kotlin version out of date on docker images #145

The docker images use Kotlin version 1.2.71 Kattis servers use Kotlin version 1.3.0

It's now updated to 1.3.50 (so not exactly what Kattis servers currently use, but closer, and 1.3.50 is what is currently used in ICPC which probably means Kattis will change to that shortly).
