I believe this is due to a bug in IE: https://connect.microsoft.com/IE/feedback/details/776744
Not using rems does fix the problem.
Used one of the workarounds in the link above (calc) and this is now fixed. Super weird!
They appear above rather than on the same line as the text. If I recall these are set with pseudo elements.
