SLC Menu - Add cool down to number of times a player can take stuff out of a depot #191

Currently it is possible for any player to pull out all contents from a depot which is an exploit.

There should be a cooldown timer after x number of uses in a certain amount of time to prevent players from taking out too much.

Should be a configurable option.

Ie. Number of depot pulls in 5 minutes
