Discussed with Matador the possibility of adding tiers to the enemy AI Commander.

IE. In the beginning, they are Tier 1, so only have access to basic things like infantry, manpads, trucks. As the insurgents control more zones and weapon caches, they gain technology and advance to tier 2 - armored cars, apcs, aaa systems.

Keep progressing like until they get access to high tech sam sites and heavy tanks

So, something like multiple templates, and count the zones controlled and offer a related template to pick from. It would work, but the issue I can foresee, is that the enemy grows very string at the start of the campaign and that inital hurdle is tough. AICOM is hard at the best of times.
