Some players and airframes do not get F10 Menu (CSCI / SLC) #209

Some players, when slotting into an airframe do not get any F10 Menus for their role (CSCI or SLC).

It appears to be random, as some players do get the menu, but others do not.

Appears to be a DCS bug that happens for clients - the order of event handlers executed is not the same order that the handlers were registered
