Currently it is not possible to transport or unpack crates outside of capture zones. This setting would allow those actions to happen.
With the current configs for expiry time in the wild for crates and units, it should be possible to support this change in a way that doesn't overflow the mission with endless units that cannot be cleaned up in some reasonable way.
