Will be increasingly important for cross facility searching. Keywords, 
Controlled Vocabularies etc are being considered as a solution for this.

This could be addressed by a shared set of ParameterTypes belonging to a 
pseudo-facility. This would require no schema changes. Would this be sufficient?
