[2A03, VRC6, FME7] Sample Rate with Decimal Value Detunes Oscillators #17

Sample rates with a decimal component, e.g., 44.1kHz, 88.2kHz, etc., cause the pitch of the oscillators to detune from the standard tuning. Sample rates with no decimal component, e.g., 48kHz, 96kHz, etc., appear to function as intended.

As of 866ab7c28fdf5c86877393702c24756d5c1916f0, this issue is completely resolved for 106. It may be useful to reference the fixes there when looking at these other chips

These sample rate also cause an audible "click" at low frequency (like 100s of milliseconds between clicks).
