[FME7] Noise #46

The FME7 has a noise generator like the AY-3-8910 that is not currently implemented in the module.

this functionality is not implemented in the engine so I am closing the issue. For reference sake, there is also an envelope generator (with looping functions) in the FME7 that is not implemented in the engine. I don't have the hardware to implement these back-end features accurately, and am foregoing the implementation of this feature.
