update commit hash for internal-testnet to trigger an internal-testnet deploy with most recent code
update "cdp" params in internal-testnet genesis to match protonet genesis

We're adding a new contract address for native wbtc and in a soon to follow PR, adding wbtc to hard module params.
The genesis validation job for internal-testnet failed due to the internal testnet hash having not been updated for ~10months. CDP params have changed since then, so I copy-pasta'd protonet genesis for "cdp" specifically.
