A UI plus code in nsObjectFrame has been created to allow plugins to be
disabled globally. This really helps with performance and flickering,
especially on systems that wouldn't use plugins or don't have them
installed. Think of it as our own personal FlashBlock. :)
Pref pane added to Preferences > Advanced > Performance
(pref-performance.xul), shared with issue 100.
