Leverage built-in check for updates [Preferences] #114

Probably because of regressions there are quite a few people using 9.0 and
9.0.4 still, but I also want to make sure that every effort is made to
encourage them to upgrade if possible from 9.1 on up. 9.1 has a basic Help
> Check for Updates but we should be using the built-in system and
especially since 9.2 will have a fast(er) path to 9.2.1 and 9.2.2.

nsUpdateNotifier.js is our main source (and update_notifications.* our 
datasource). I'm still declining to implement this *yet* but the locale strings 
are stable for translation so that I can do something with it later. Marking 
Started.
