Reorganize Preferences #115

The preferences tree needs to be reorganized a bit again, especially as we
get towards 9.2.1 where we start to accept language packs. This should be
stabilized in 9.2.

I looked at this for 9.2 and really I'm not sure how I can make it better, so 
WontFix.
