sockets with blocking reads don't always close #145

This is most acute with socks. It seems NSPR does not honour the timeout.

Put in some code in macsockopt.c to fix this. Not a change I like doing, but 
this is really annoying me when I'm behind a proxy.

This seems to be very well improved in 9.2.1, so I'm just going to close this.
