New windows sometimes stagger wrong #147

Our hack in 9.0 to open new windows clear of the menu bar works, but throws the 
window way down sometimes. We should add a zero check.

This seems to be due to whatever windows were open. If we had multiple ones 
open, then the last one closed doesn't always get remembered.
