Mouse wheel improvements #16

I'm a big mousewheeler and having to click on elements to scroll them is
starting to torque me off. I was not able to land this in time, but this
seems to be what I want, so I'm going to land it for 9.0.4.

Had to land an extremely modified 97283 -- it borrows some ideas but is 
essentially
the original code with hints from it. The original patch doesn't work at all,
probably different mouse events.

Although this particular problem is fixed and verified, look at issue 7 for an
unrelated issue discovered during testing.
