Switching language issues #168

If the language is Japanese and the system does not have the Japanese language 
kit installed, it will crash. We should have some way of asking the system if 
the kit is present.

Switching from German back to English doesn't work; the profile must be 
manually altered.

As a first approximation, perhaps just warn the user when switching and give 
them a chance to cancel upon the warning.

Is this the same issue, that German inside the preferences is always reported 
as "English (US)" and "US Region", even if it is active? You know there are as 
well some parts still English, even if all files are translated. Is this maybe 
as well connected?

No, it actually doesn't work. I was able to confirm this. Once you've switched 
to German, it appears to be permanent. Does it work on your system?
