Is there ability to move 2nd level buttons as 1st level buttons in the controls panel? #4

For example, I would love to be able to move drawing line from 2nd level of Basic Controls as second 1st level button... is this possible with the current way Foundry handles controls?

I'm not sure I understand correctly. You want to move for example the "Measure Distance" tool into the same column as "Basic Controls", "Measurment Controls" etc.?
