Selection not working for journal entries

I drag a journal entry onto the map. Select shows up under map notes, but dragging a box around a note does nothing. Selecting it individually only lasts until I click on anything else, UI or otherwise.

You can only select and move multiple notes while you have the journal notes layer selected. It might not look like you have multiple selected but you can still move them together.
