duplicate headers issue #57

Each year, each lobbyist or entity SHOULD have just two disclosure reports, one for the first half of the year and one for the second half. But for some reason we are getting A Lot of duplicate header errors when testing on the 05 urls, whenh we should be getting NONE.

Find out what's up with that.

It's duplicate URL's! I just need to list(set(all_urls))
