Add method to change the opacity of arbitrary features #195

What should this feature enhancement do?

- Give developers access to the opacity level of a custom layer so that one
can control it, f.ex. according to the current altitude.

Are there any known workarounds that produce the similar results?
- No.

Can you be more specific by what you mean for a custom overlay?  Are you 
referring to iframe shims? groundOverlays?

If, for example, you mean a groundOverlay, you could set the color (which 
includes the alpha value).  Similarly for features like polygons.

Please let me know if this is referring to something else entirely

Without more information, I don't think we can make any movement here. See 
Comment 2 for how to change opacity in most cases. I'm going to close this 
issue, but please comment if you have more specific feedback that isn't being 
addressed.
